Brasil .Football is a way of life in their culture and they take it very seriously young children from the Brasilian ghettos or favelas if you may want to become the next "Pele" and start a new life and go from rags to riches.The British imported Football into Brasil and the Brasilians made it into an art form and beaten them at their own game.I think when you think of football you look at Brasil their passioniate for their sport it's in their blood they live and die by it and that's what make Brasilian very special fans in the world of football.

This question is going to get answered with very subjective opinions. Why is Brazil listed as having the most passionate fans? I happen to be Croatian, and have yet see a fellow Croatian not passionate about football.

They are not at the World Cup, but it has to be Scotland and its Tartan Army. Some are just back from the 1978 World Cup in Argentina !

English fans are just hooligans and there is no room for that in football. The african teams like Trinidad and Tobago and Ivory Coast have very colourful and excitable fans and Brazil also have colourful fans but Scotland fans follow their team everywere through thick and thin so i say Scotland !

There are about 10, but the mos passionate are the Brazilians they live the football , all the time, at home and work. They get just crazy.

As an American, I'd say pretty much any country except for the United States, sadly.
I mean, I'm not even sure my classmates/neighbors/coworkers even know there's a World Cup going on right now.
Damnit. There's no one to even watch a game with. :(

The fans are like totally amazing, they have the same 'songs' for every team (in every sport), they eat popcorn and are more interested in where the nearest nacho seller is rather than the game.
Plus they even invent their own words and use terms from other shite sports such as baseball instead of using terms which every other country in the World uses.

Brazil and Iran because Iran has 70,000,000 population and almost 69,000,000 of the people they live with football (soccer) the only game they play in their childhood is football like brazilians.
