i want to place a call to the philippines using my cel ph..what number do i dial before my friends number?

I think the most appropriate term would be country code, which happens to be 63 for the Philippines. For countries with huge geograhical areas, area codes are assigned to cities/provinces/states/territories or clusters of such geographical division. Area codes are usually preceded by the country code where the city/state/province is located.

If you'll be calling a friend's mobile phone number, dial either '+' or '00', then 63 and your friends mobile number. If you'll be calling a landline number, dial either '+' or '00', then 63, then the area code and your friend's number.

In the Philippines, the first 4 digits of the 11-digit mobile phone number is usually called as mobile carrier prefix or access code.

If you will call your friends using their cellphone you will only need to dial the country code (+63) then the number.

If you will call your friends using their land line you will need to dial the country code (+63) then the are code or city code then the number.
