You can purchase ground smoke that works, if used properly. Most farm stores carry these. In order for them to work you have to know the Groundhog in in the hole and that every Groundhog hole has two openings. Once you have located both of them, Cover and seal one hole w/ a large rock and dirt. At the other hole, be prepared to cover it also. Lite the smoke bomb and cover the hole.
You won't see them again. If you find the covers you placed over the holes have been disturbed, odds are good not all of the hogs were in the hole when you sealed it and you need to repeat the process. As a kid, we would not have had a garden if not for these.

You need to find all the holes and put big rock slabs over them so the ground hogs are trapped inside. Then after a few months they will have starved to death.

I tried every thing they sold. The one thing that worked was the cheapest a small trap with lettuce for bait. Insert just inside the hole.

Use castor oil granuals, they wil move to the neighbors yard.

borrow a good dog from a neighbour or something. They should either kill them or chase them off. Good luck!
