1) q^3/(5p^8)

2) 1/(-2y)^4 = 1/[(-2)^4(y)^4]
= 1/(16y^4)

assuming in both cases you are supposed to simplify the expression:

1. 1/(5p^8q^-3) = (q^3)/(5p^8)

2. {-2y}^4 = 1/(16y^4)
