A lot of indie bands have full MP3s of their songs online.
Check out some new stuff... a lot of it is awesome.
Also, Salon.com has a "weekly download' column where the music reporters find the juicy cuts and point you right to them.

Limewire has no catch, and is legal if you set it so you don't share music files. (acheived through settings)
With music downloading its the sharing thats illegal, not the downloading.

the cheapest place that I know of is Napster and that's $9.95/mo. I doubt you're going to find anything cheaper than that with unlimited downloads.
