Your browser has been hijacked. Some browser hijackers prevent you from blocking sites.
You need to beef up your pc security. Only use Internet Explorer for visiting sites you know are safe, like www.bbc.co.uk or www.microsoft.com
For all other sites use Mozilla Firefox or Opera web browsers, and turn off java and java script in the tools - options - content window.
And don't rely on the Windows firewall; its not adequate. You also need an anti-virus, anti-trojan, anti-spyware, anti ad-ware. These are four different types of malware (malicious software) and you need four different types of software to remove them; an anti-virus won't find or remove a trojan.
Once you have got this removed install SpywareBlaster as it will stop malicious changes to Internet Explorer.
Here are some safe download sites and the programs you need;

Microsoft have two free online scanners that look for malware.

You can also download Microsofts free Windows Defender from the official Microsoft site.
The Windows firewall doesn't stop malware on your pc from dialling out. Either of these firewalls are free for personal use and stop unwanted incoming and outgoing traffic. You choose which programs are allowed to access the internet. They are both fairly easy to use and updated regularly.

You definitely have spyware/adware. Try downloading Lavasoft AdAware, and see if it does any good. I had the same problem, and I finally had a professional fix it, you should probably do the same, it's worth it. If you do get it fixed, though, try to take more precautions against spyware/adware.

Spybot and Adaware - download both, get the latest updates and run them.
If that does not work, get HijackThis and run it.
Stop using Internet Explorer and use a browser that is not targetted by these things.

Go here and type the name in the search box and you will get info on how to remove. There have been several posts on this in the last few days.
Also you can put antispywarebox in google and get a lot of sites with info and removal instructions. Do not put the .com after the name for google.
