you shouldn't do either - you probably don't know what parasites the fish is carrying (unless you've taken it to a lab or you have your own microscope)...these pathogens (and a fish more than likely carries pathogens, even if it didn't seem sick) can seep into the environment, or, if ingested, can be transmitted to animals that have never been exposed to such things before...
the safest and most responsible way to dispose of a dead fish is to put the body in a couple sealable plastic baggies and throw it out with the trash...

We dont flush fish down the toilet when they die, you may and other people may but I dont. I do bury them just like my other pets. Just because they are a fish doesn't mean their life was any less valuable and they need to go out in life the same way as what comes out of your ***.

Because I guess we all think down deep inside, "What if it's not really dead? What if it's in a coma and wakes up?" If we buried it, it wouldn't have a chance. If we flush it, at least it will be in water and might have a chance. Anyway, that's what my kids used to think. I don't know the real answer, though. I guess it's because it's small and slippery and won't clog the plumbing and not everybody with fish has a yard to bury anything. Some live in apartments.

Because it's a lot easier to flush a goldfish than it is to flush a cat.
Plus, there's already the association with water since they live in water, so I imagine most people are predisposed to think of the toilet when they have something floating in water that needs to be disposed of.

Its mostly easier to flush them down the toilet and most people don't cry as much about them being dead as if it were a dog or cat.

It's convenient. They are so small that they won't clog the plumbing. You can't flush a cat or dog.
