That question goes in line with my latest thought on einstein theory of relativity. If something approaches the speed of light (or at the speed of light) time slows for it but not the observer, so how do we measure it if the light itself is time compressed?

If the speed of light were slow then your cell phone would have really bad service. Driving around in your car would have an interesting effect. It would not be dark because the speed of light is constant, You just wouldn't be able to see as far, but the light would always travel 35 km/h faster then you, So driving in your car would cause you to travel into the future at a faster rate than the people around you. You would stay young and they would get old. But since everyone would be moving around in the same manner then there would be no way to know how old anyone was.

well, if you got in a car and drove 35 km/h away from something that is moving then it would look like it was sitting still, because those light particles wouldn't reach you. but if you stopped then the image would catch up. plus it would sound kind of cool saying, "my car can go faster than the speed of light!"

Only a material having refractive index of 9000 can slow the speed of light. No material has such a value.
If you say that the speed of light is 35km/h in vacuum, It will be the maximum speed attainable and correspondingly every thing will change and hence we will not notice any change.
35km/h will be equivalent to 3 x10^8 m/s.

we'd live in a much stranger world than we do now - there would be no color in the world, for example, and relativity would take on a completely different meaning - for example, objects that approached 35 km/hr would slow down and time would be dilated for those objects (they would live longer) according to the Lorentz transformation. That means that we'd all live to be millions of years old if we rode around in cars travelling at 34.5 kn/hr. Pretty wild.

If the speed of light was slow, we couldn't see. We need like to reflect to our eyes, and without light, we would be blind. Not only that, but there's alot of power sources from light.. those would stop, and no more tans ^.^

It would be very dark. It would be too slow to refract, bounce off of objects to eluminate things around us.
If we traveled at the speed of light, it would be pitch black. We could only see the sources of light in front of us as we approach.
