This is due to the fact that the first degree burn is the least of all burns, though it is still painful. First you get the blisters, which is where you have the brown, and hence peeling off, to expose the raw skin. The second and third degree burns are the worst, and most dangerous. All need to be treated by a good doc. : )

Because it is burned and damaged. The collagen that holds the layers together has been compromised and dried out.

If you don't want to peel, soak in a tea bath (about 40 teabags to a bath full of tepid water) for as long as you can stand, then keep moisturizer on the skin. You will not peel, or will peel fewer layers, if you do this. The tannic acid in the tea helps tan the skin and the moisturizers help keep the collagen from drying out.
