I have heard that F/G is less maint, smooth surface, never have to paint, refurbish, use less chemicals since it is a non-porous surface and has longer warranty, but I have heard that they can bulge or pop out if the water level gets to low in the pool. Concrete has a rough surface, you will have to paint, more chemicals to use, would need to be resurfaced, etc. I don't think I would go with a vinyl liner. I really need to choose between F/G or guinite (concrete).

It really depends in the area you live in. In south Florida most (90%) are concrete (in ground pools) with a variety of coatings. Chemicals used are based on the sun & usage. The sun causes algee and other growths if the water in the pool is not circulated well enough, body oil when using the pool also creates the need for chemicals like muratic acid. So where you install the pool and the area has more to do with it. I know concrete with marcite or other finishes are durable even in hurricanes.
