Most excercise firm the breast and not really increase their size. Increasing pectoral muscle may help...but it is fat that makes the breast look big not muscular mass. And excercise increases muscular mass.
There are many exercises that can firm the chest area. The following list a few effective exercises:
* Push-ups
* Push-ups with legs elevated
* Inverted Push-ups
* Bench Press
* Crunch & Fly
* Flys

Its never too late to do sports. If you lose fat your breasts and bum will become smaller, it's a true fact. Maybe you want to focus more on developing muscle and strength training, that will keep your body fat levels higher than doing cardio would. Or, since your bum fat is likely the last you'll lose, try and lose some fat enough to get rid of the jiggles you talk about and then up your calories before you start to lose bum fat. Also if you do strength training your muscles will inevitably tone so that will help with the jiggles too.

You can increase the size of the pectoral muscles under the breast tissue, but not the breasts. The ecercise can tone and tighten the other tissues to "lift" the breasts to give them a larger apearence.
A large portion of the breast is fat tissue, so don't over do it, or your breasts can get smaller.

yr muscle mass will increase but with excercise you tone and sometime there is loss of weight
