Giving your Kuwaiti employer a copy of your passport means that you are coming to Kuwait to work for this employer. In issuing the visa, the government does not require a copy of your contract, so employers don't have to have a contract to bring someone to work for them. However, to guarantee that the employer would not take advantage of you, I recommend that you get a contract before you leave to Kuwait. If they don't give you a contract, then ask for a return ticket (not a one-way ticket), so that if you are not given a contract upon arrival, you would not be stuck in Kuwait.

After sending copy of your passport, your employer will issue a work permit, a copy of which will be sent to you. You take that to the embassy for an entry visa. You come to Kuwait, and here you will complete the remaining formalities: fingerprinting, medical checkup, etc. When all done, you will get your residence permit after which you have to issue a civil card.

Go to a Kuwaiti consulate and ask the procedures. If you are hired by a company to go to Kuwait, they will tell you the procedures and requirements. You can also check their website but make sure you have all the information before you go there and exercise caution.
