Is she old enough to get a job? That helps foster independence. Maybe if you can approach it from a flattering angle or a financial angle or even an educational angle - that will keep her from feeling like you are pushing her away.

Send her to an over night camp for a week, have her do more chores to help around the house, leave her at home for a day, test her but always tell her that you love her and hug her.

Give her some more chores to do or go away for a day or two so she has no way to lean on you. Communication works too, but don't be too harsh. Is she an adult or a child? Specifics would help me and others to help you more. :)
