Try Linux, it comes with all sorts of development software and its free (you will not be stealing). Linux is a wonderful OS and can sit on your drive with windows/mac software. I use Linux everyday and the community is also great.

If you use bloodshed dev to compile your C++ programmes, please use cin.ignore() and cin.get() or you can use system("pause") instead in your programmes. If you dont use the either cin.get() , cin.ignore() or system("pause") you wont be able to view the output.
Also code blocks is another free C++ IDE
