Usually, but the laws are different in every single state, so check to make sure.
Also, if the 17 year old turns 18 before the 15 year old turns 16, then suddenly something that WAS legal becomes illegal in some states.
So check your local laws.
Remember too, that the law really deals with sex; it would be up to the parents as to whether or not they would allow their son or daughter to date or "court" the other individual.
You can access the website below for age of consent laws in most countries and all 50 US states:

Yes. It is always legal to date. It is when sexual activity occurs that the law has a say. If the 17 and 15 yearold are sexually active than they would need to check with the statutory rape laws in their state. (Some state laws hold anyone over 16 responsible for sexual activity with anyone under the age of 16). Also in some states it is illegal for anyone under the age of 18 to have sex unless they are married.

it depends on a few things.
first off when you say date i assume there will be physical contact of some kind. if there is, then the following determines the legalities of your relationship:
what is the legal consenting age of a minor in your state?
what is considered as a lewd act in your state? in some states just kissing a minor is illegal.
even if u are considered a minor, it is still illegal to have sex with a minor.

Yes, it is legal, though as long as they both are under the age of 18.. someone is still responsible for them.. I believe I would be more concerned with my parents/guardians than the law...

It's legal to date if the parents approve- dating
means going out together and having a great
time together- it does not mean having sex!

yeah it's legal, but it might not be a good relationship considering the age difference and maturity of both people.
