Mercury is close to the sun. Being to close, the sun burnt up its atmosphere. It actually does have one, but not enough to protect the planet or contain air. Actually, it is so thin, some people think it has none!

Pluto does have an atmosphere, but temporarily. Its atmosphere, because of the close to absolute 0 temperatures, freezes when it is farthest away from the sun, and there fore, it is on the ground until it gets close, where the icy sheet of methane, its "atmosphere," melts and rises again.

Mercury actually DOES have an atmosphere it was discovered in the early 1990's it however is very thin because of Mercury's proximity to the Sun. And Pluto wasn't always a planet it was once a satellite of Neptune and it had broken away from Neptune a very long time ago.

They may have at one time, but their gravitational fields aren't strong enough to hold on to it. It just boils off into space.
