they probable have a parasite. type in the words diseases of pond fish, maybe this could give you the answer. if not, contact your county extension agent, or a fish dealer. one or the other might know what medicine to use on them, or how to humanly put them out of their misery

Maybe the new fish brought a disease with them. That's why you should always quarantine any new fish before you let them in with the old ones. Have a look at some common fish diseases and parasites and see if any of them sound like how the fish are acting.
Usually though, swimming up to the top for air is a sign of not enough oxygen in the water.

there is probably something wrong with the water. If the fish are coming to the surface then they aren't getting enough air, bottom line. Try putting a circulating pump or a bubbler in there if you can. Putting in some kind of water feature helps get air into the water and it's nice to look at too.

Do you have them in all water from the tap? it could be the ph, if this is out it will cause your fish to do this,you need to put shell grit in the bottom of the pond to keep it buffed.They usually only gasp for air when their is none in the tank.Do u at least have an air stone.Need more info.

Not enough oxygen. Too many fish!
Add a pump to circulate water. If the water is green then algae will also take up oxygen at night. If I switch off the water pump for a day, all the fish will be gasping the next morning. A pump failure cause a few of my big fish to die!

what it might be is tah tyou have too many fish and since you have to many fish the level of oxygen is going down, the proper amount of water sdould be 1 gallon of water for 1 inch of fish

drain at least 25% of the pond water - it is great fertilizer for plants or lawns - add fresh water. you may need to drain more - and change filter and check pump.
