Generally, hazel eyes "pop" with brown colors. Brown brings out the green. So you should try a soft brown eyeliner with some tope or other shades of shimmery brown eyeshadow.
To make them bigger, I suggest applying the liner to the top outer corner lash line and smudging it in. Then applying the liner to the bottom lash line under the eyelashes. (Lining the part right against your eyes actually make them look smaller) Add some of the shimmery eyeshadow to the bottom of your eyes to make the liner look natural, it's a cool effect.
P.S. Try putting some shimmery white or silver to the inner corners of your eyes, it brings out the white and makes them look bigger and better.

There are a few things you can do to make your eyes appear larger.
Since you asked specifically about eyeliner, I think that a dark brown liner would look good against hazel colored eyes. The way you would want to apply the eyeliner is: first dull the tip by placing it on the tip of your finger and pivoting the pencil until the tip becomes round. The consistency of your liner should be firm, not too soft and not too hard. So it should give way a bit in this dulling technique after a few firm rotations. Second, close one eye and get the tip of your pointer finger and pull your eyelid taut from the outside of the lid, which should provide you with a firm smoothe "canvas" to work on. Third, take the pencil and place it at a slant at the inside of the lid and with a steady hand, follow the shape of your eye from the top of your eyelashes. As you progress, move the pencil so that the line broadens as you reach the outside of the lid (where you pointer finger should still be holding your lid firm). This should create a subtle "Cleopatra" affect.
I have small eyes and this method of applying my liner helps me out a lot, and is very flattering.
You should also use a good mascara, apply two coats of black on the top lid.
Eye shadow can help create the illusion of bigger eyes too. Lighter shades of shadow like shimmery white, if you are fair in complexion, and golds and shimmery browns, if you are of color (like me) applied sparingly to the corners of your eyes (both inside and out) and under your bottom eye lids, can help. Make sure you blend it in well, the key is subtlty. Whe you blend the shadow on the inside of your lid start at the corner of your eye and extend to the inside of the bridge of your nose; the outside of the lid: start the the corner of your lid and extend up; the bottom of your lid, shadow should only be applied on eh outside corner and blended upwards and out a bit. When you do this you must make sure that you are wearing other make-up that is appropriate... Can't just be putting shadow on those places and not be wearing any other make-up! You'd look silly!!!

Hazel eyes is brown and green - so either color would make your eyes look hot. However, black eyeliner will make your eyes pop. Thin stokes along the root ofthe eyelash rounding the eye corner with strokes of lengthening mascara on the sides - not on the inside of the eye close to the nose. Pop!

i think black eyeliner looks great with any eyecolor. My eyes are a really pretty blue and i use black eyeliner. Just put a thinish line on your tear line, not too much though, dont wanna look like a racoon lol

Browns and purples are the colors for you. I don't know if I would use eyeliner if you want your eyes to look bigger. They actually make your eyes look smaller. Put on eyeshadow, curl your lashes, put on a coat of mascara. That will make your eyes look bigger.

I have hazel/green eyes and brown eye liner looks really good! It gives you a natural look! Get an eye liner with a smugger on the end and just dot the eye liner under your eye very lightly and then gently smudge it! It looks great!

two colors ,light brown or a green that is close to your eye color.just put the liner on under your lower lashes not on top of upper lashes,also use a light colored eyeshadow just under your eyebrows to open up your eyes.make sure you blend show and the liner on eyes so that it looks natural and not like a line or a blotch of shadow.
