Unfortunately, you can't. In order to receive anything from the Internet (web pages, IM chats, emails, etc), you need to give the server an IP address so they know where to send the replies.
The server then has a log of IP addresses against location. This is something that has built up over the last few years, and now they have enough information to narrow you down to your city in many instances. This has been collected from sites where you state your city and country, as they note your unhidable IP address with your responses.
Some programs attempt to hide this information. What they actually do is send the data to another server which then passes it on. This is known as a proxy. This server is designed to just pass on the data and note down the originator (you) so when it gets a reply it knows where to send it. However, these servers can collect information too, and a hacker could get into logs and gather up information easier.
If there is a simple website you'd like to visit, try an anonymizing website which does a similar job. Check the link below for an example of one.

So easy, just find a UK proxy #, u can look for it online, and go to Tools from your internet explorer, Internet Option, then Connection, then Lan Settings and fill in the proxy you found and the port #, and that's it !!
