Since 1987, state law has required landlords to provide operable smoke detectors at the beginning of all tenancies in multiple-unit buildings. Replacing batteries of smoke detectors in the unit is not the landlords obligation, unless that is written into the rental agreement. If the smoke detector doesn't work even with a new battery, the renter must notify the landlord, who must repair or replace the smoke detector. Also, property owners are responsible for replacing the batteries of smoke detectors located in common stairwells. P. S. Smoke Detectors Save Lives.

Smoke detectors are required by CA law. The location is not specified though best practice is at least one on each level near (but not in) the likely origin of a fire, typically just outside the kitchen. Bedrooms are a good idea as is the living room, especially if there are smokers in the house.

Smoke detectors are such a good idea, l'd have one even if it
wasn't required. If you don't have one, get one--- you can
always take it with you.
