Highly ranked (England, Argentina, France, Mexico, Italy), home teams (Germany) and defending champions (Brazil) are placed at the top of each group

Top 8 are given 1 seeds based on performance in last two World Cups as well as FIFA rankings for the prior three years (just to piss off the rest of the world, the US was #9 in that ranking system, so had one of the top 8 not made the WC, the US would have gotten a 1 seed).
After that, other countries are put into different pots by geographic region, drawn at random but placed to avoid having more than 2 European countries in each group, or having other nations from the rest of the world in the same group as another nation from their Confederation (OFC, AFC, CAF, CONMEBOL, or CONCACAF).
