Compared to what?
They're considered to be the best team in Asia, and are ranked #23 in the world, so a 5 (at least) is warranted.
Their main problem is they (the national team members) don't get many opportunities to play together, they don't have much fan support at away games (Iranians who still live there being restricted in travel) and the government discourages (indeed, outlaws) public celebrations.

you definitely cannot rate them as anywheres from 1-4, as they made the WC, so that means Canada must be a like 0.1276.
I'd rate them about a 6 or 7, they're tied with Mexico 1-1 right now.
