Sure you can have a civilization without rules... A completely uncivilized civilization, but it would still be something...

i would recomend a system of government, first off. there has to be an election for at least one leader, maybe more, voted on by everyone on the island. then laws and rules. im assuming omst everyone could function with only a simple set of rules, and they can be the same there as here. (no robbing, killing, rape, etc.)

yes you need rules because you want like minded people, at least of similar values or else people can go around raping people who obviously do not want to be raped, or even bothered by the presence of someone who even wants to do that. Just an example, there are many more.
