Only if you dont get caught, when I was a kid we used to go up and ring peoples doorbell( dingdongs) and run away, we did this so many times that we got tired of it and moved to something else.

it could be if u do it the wrong people who will call the cops on you but if u do it to some people who u know wont call the cops bc some people dont want to be disturbed like that
