Texas Roadhouse I think cooks and has the best steak around...I have tried many other restaurants but they are the best...

I'm not sure anyone can say one chain cooks a better steak than another on a consistant basis. A lot of it has to do with the quality of the beef the restaurant uses, and the person cooking it has to know what they are doing.
But generally speaking, I have enjoyed good steaks at "The Keg".

Nothing compares to a steak cooked at home on the grill, but if I were to go to a chain it would be Outback Steakhouse.

I would say outback except they serve it on big platters with oversized knives. It makes me feel like I should have a booster chair to go there. Have you tried cooking a steak at home. If you can broil and want to try it there is a lot of advice on the subject, try looking for a chef online to ask.

outback is not bad but no better than 7 on a 10 scale (you guys need to get out more :-); texas roadhouse roughly the same as outback
ruth's chris is 8.6
capital grille is 9 (maybe 9.1)
the palm is 9.1
don shula's is 9.1
morton's (of chicago) is 9.2
if you wanna go to the non-chain joints, we can nudge it up a nidge
