The most effective way is with one or more large fans blowing in, on the lowest level of the house, and the windows on the upper level (if there is one) open. By forcing air into the home, you create a positive pressure, and that, along with the fact that hot air rises, moves the air through the home.
If you ever watch the fire department removing smoke from a building, you will see them using the positive pressure ventilation method

If you have one fan, face the fan OUT. It cools down the air indoors by drawing the heat out. It won't matter much, as in the same effect or cooling as an A/C, but it's a little helpful.
Ceiling fans are good. Put it on the setting that draws air up towards the ceiling.
No matter what, if you don't have A/C, you have to create ventilation...or a draft as someone said. Constant movement of air indoors mixes the air and reduces stagnant, dirty air. You could have two fans...one blowing out a window, and the other blowing on you. That seems to work ok for my non-A/C bedroom.

Have an exhaust fan fixed at the ceiling level with a small opening to throw hot air out. The exhaust always faces out wards, Inside have fans to cool the air but then out side is hot so close all windows etc and shield windows with wet cloth even.

My grandparents had no AC whilst i became bobbing up, and that they lived in a 2-tale living house. The window followers have been particularly adequate to maintain the placement cool. i'm no longer able to assert something relating to the filters on your AC unit, although in recent times the air conditioners are made with some very solid ones, frequently.

the best way to cool the house is to get a draft going, so on one side of the house in, and on the other out.
