rub it down as best you can, then paint over it with special paint that contains plaster. This smooths out the bumps as it is very thick, and then it won't need repainting afterwards.

I inadvertantly became an expert in this matter. 3 roofs and 4 walls completely covered in Artex. Without going into the wrong routes i chose, the easiest way is as follows. Hire, borrow or buy a wallpaper steamer. If buying, go to the likes of B&Q and purchase the cheapest, they are all the same, normally priced at £20 - £30. Once the steamer is up and running, apply to Artex. You will have to apply to a small area, depending on thickness up to a couple of minutes, the Artex will now peel away like wallpaper. I wont say this is a simple task, it is time consuming and extremely messy. Ensure your floors / carpets are well protected. To peel away the Artex, i used a normal DIY scraper, and once the steam has taken hold of the Artex, i used a foot wide scraper attached to a pole. A couple of things to beware of, dont steam for too long as you may saturate the original ceiling. If you are careful with the scraper when removing the Artex, you may save on plastering costs afterwards. Good luck.

Ah, now I saw this trick on a DIY TV channel. Don't try and sand it off because that will take you forever. Use a steam wallpaper remover, then the artex will just peel off (albeit with a little pursuasion)

rather than go to the hassle of removing , if the artex is sound on a sound surface get a plasterer to skim over it and flatten all the peaks a good spread wontcharge you the earth for this and it will be tidier

Knock the wall/ceiling down and rebuild.
Get an electric sander.
Pay one of the many illegal immigrants a tenner to come round and do it for you.
