My friends name is James Baker. He saved a woman who was clinging to a sign when her car was overturned during a flash flood on the Memorial Day week-end in the 80's,in Tulsa, Ok
Jim's 50th birthday is July 4th, 2006 and I would love to present him with a copy of that film.
Thank You for any help you can provide

I would call the TV station and ask them for a copy.

I remember hearing about your friend. I would contact all the television stations in Tulsa which I have linked below. At that time there were only three local and one educational station. I would also contact the Tulsa World newspaper. It would make a great story about your friend and the editor, Susan Ellerbach, is always looking for local heroes. Good luck.

Absolutely! Contact the TV station that filmed it. Try to talk to the person who did it, and explain the situation, Be sweet and explain to him how much you would like this to happen. Let him know how important it is to you and how much it would mean to your friend. Beg and grovel if you have to and he just may relinquish it to you.

I remember that flood! Wow, brings back memories. Try KOTV. I am sure that they have archived footage somewhere in storage.
