As long as the Pakistanis are in charge of the search for Osama in the border mountains of Afghanistan and Pakistan he will never be caught. The reason is because that area of the world is harbored by thousands of small terrorist groups that support Al Queda.
This was pare of the agreement when the country Pakistan joined in the fight on terror that they would patrol the area the U.S knows that has Osama.

He already has. He is in Guantanamo bay, but the propaganda machine keeps his image alive which is fine for certain factions in American government. The war in Iraq is good for business.
