Sounds like thighs and gluts are more developed that the rest of you. If you are concerned talk to someone about a weight and exercises regime to bring you muscle development more into a proportional line. You really should talk to a trainer or someone with some expertise because you want to be sure the muscle growth is somewhat balanced or you may start to have problems with flexibility and injuries. Are you eating healthy? That might be the problem. Cutting a can of soda a day can keep you from gaining maybe 2 pounds every three months...
By the way, it's harder to get rid of thigh fat than waist fat. Keep trying.
Are you so sure this is a healthy weight you're at, anyway?

You are all muscle !
as you are 17 your body is not yet fully developed
and by all this exercises you are muscling up the areas you are exercising so much,
Try some weightlifting for your arms and chest
If you can join a fitness club . they have experienced physiotherapists who will show you what exercises are good for you .
Swimming is also a good exercise for your whole body

Yours are nothing compared to the thundering thighs that our South Indian Actresses have, and flaunt even in skimpy clothers when they get a chance. Their preference is doing rain dance in white transparent saree.
Use your assets to your advantage.Not many are blessed with it.

It may be from your parents everybody takes something bad from their parents ; or go to a doc and tell him all . My opinion : Be yourself i am not very bright with my body but God left me like that and this is to way it has to be
