One could also ask, "Why do people insist on calling car rims 'wheels'?" Either way is O.K. by today's standards. Technically & in car terms, a wheel consists of a tire & metal rim.
Without a tire, you have a "rim".
Since people customize their cars these days, you often have, for instance "chrome rims". If the rims are sold with, or described on a car with tires mounted, they become "chrome wheels".

because "wheels" and "tires" is the standard term and "rim" meaning wheels in aftermarket
