Your standard of living will depend at least partly on what job you have and how much in demand that is in each country, as well as where in the country you live. Living costs vary a lot in both countries. In the north of the UK housing is quite a bit less expensive than in the south, and housing is a very large proportion of most people's living costs. Some areas of Germany are more expensive than others. It's not easy to generalise. All western European countries have a pretty good standard of education. We Brits like to moan about ours, but it's still one of the best in the world. I'd guess there isn't much in it, but I still prefer the UK to Germany, even though I love visiting there! For a really fair comparison you will need to find somebody who isn't German or British who has lived in both countries and I guess there aren't too many of them around!

It is always one hour ahead.
Germany (and most of the rest of Western Europe) are one hour ahead (the exception being Portugal who are the same time as the UK).
They also have the same "British Summer Time" (aka Daylight Saving) dates, so even when we are one extra hour ahead, so are they.
