You can upload a file into http://www.xdrive.com and you can access it yourself as a storage file.
Or you can upload it into http://www.freewebspace.com or http://www.50megs.com and you can create a website as well for free and get access to all your files that way.

Well the best way is to use a web program like FrontPage you desingn your site or add something to it and then select publish this site from file, it askes you your site's ID and password and then begins uploading your files.
