No, it is not illegal to continue dating your girlfriend. She is considered your contemporary (meaning she is in your age group) because she is less than 3 years younger than you. Thats great if you guys are not having sex but if you both decide that you want to, I don't think thats a problem either. It depends on the age of consent in your state. Sometimes it is as low as 14. In the majority of states it is 16. That means she takes the responsibility for consenting to having intercourse with a contemporary whether or not he is minor like she is.

stop playing with fire.......It is Not legal look under the romeo and Juliet law....once you are label for the rest of your life you will regret...having to register as a sex offender..read up on this ..this is no joke..you can be accused by any one ..the state can take over even if the parents allow it to happen..by the intent of appealing to and gratifying the lust or even a kiss in the mouth..PLEASE be careful .....

That varies from one jurisdiction to the next.

As long as you keep your time together in public you should be fairly safe. However, if her parents object then you'll have to back off for your own safety.

It's only illegal if:
a) sex is involved
b) she is your immediate relative.

Ethically, it's only bad if she becomes emotionally dependent. But that's with any relationship so *shrugs*.

The laws vary from state to state. You need to specify how hold she as and where are you living to receive and accurate response.
