yes. a 38C is equivelent to a 36D. did you know that? its true!! i work at a department store & im a certified bra fitter!!!

If you are talking about bras, no, that's not too big, but the right size for average sized women (not huge like cup D, or small like cup A). :) However, if you are small-boned, then yes, maybe that is too big for you.

I think it's perfect. Mine are 38c and I don't want then any bigger or any smaller. It really depends on your body type though.
