and i can playing music instrument. i had a dream to create a rock band. what i must do?

Just follow that dream. Get together with the most talented musicians that you can find and get a band going. Start practicing. Write your own songs. Play locally. See what happens.

Don't put all your faith in music. You'll probably want to keep a day job to pay the bills.
