Dr. Jeorge valvus in the year 1872, when they had to construct an irrigation system for a sugar can plantation and in the process this man invented the valve.

If you are asking of the 'thermionic valve' or 'electron tube' as it's known in America, my guess would be Edison, who noted the diode effect, then promptly forgot about it, followed by Fleming, who devised the first triode, thereby creating the basis of the amplifier.
