The Judge's recommendation at sentencing is normally taken into account if someone is considered for release. Sometimes in cases of very serious crimes, judges may recommend that the prisoner never be released. In other cases they may recommend a minimum non-parole period. Once this period is served, the prisoner may be eligible for parole, but the parole board has to be satisfied that they really have reformed and are not likely to re-offend if released.

Having known at least 8 people who are sentenced to life on their original sentences yes they can, but here in Aust. they have to apply for a re-determination which basically means they get a top and a bottom release date.
Bottom = time they must do before they are or can be let out on parole.
Top = the absolute maximum amount of time they will be in gaol or on parole for.
