A man in a cave throws darts for each number. There are a total of 5 darts. The first board he throws at has a 1 and a 0. The rest have a 0-9. He is blindfolded as he throws them of course. They then read those numbers putting the decimal before the last two. Wait I know they took the left over computers from the BCS in college and use THOSE to figure out what the numbers will be. OK seriously the real answer was already given but the formula is so silly that I figured I would give the more appropiate answers.

The link listed in the first answer is for the NFL rating system. The college rating system is different.

Here are both in comparison:

NFL:
a = (((Comp/Att) * 100) -30) / 20
b = ((TDs/Att) * 100) / 5
c = (9.5 - ((Int/Att) * 100)) / 4
d = ((Yards/Att) - 3) / 4

a, b, c and d can not be greater than 2.375 or less than zero.

QB Rating = (a + b + c + d) / .06

NCAA:
a = (Comp/Att) * 100
b = (TDs/Att) * 100
c = (Int/Att) * 100
d = Yards/Att

QB Rating = a+(3.3*b)-(2*c)+(8.4*d)
