I'm stuck on question 7 - whose cover story is it? Apparently I'm meant to put all the clues so fr together, but I have no idea - can anyone help?

It is the cover story that Howard Hughes used...I typed CIA in the box because typing Howard Hughes would not work...

I dont know what the connection is with the fleet of yachts yet though...
