If you want to do flash websites (the animated types) go to www.flashkit.com it rocks i used it to teach myself flash not only can you download open soruce files that you can edit and use it contains 1000's of tutorials, you don't have to sign-up to use and it is completly free, but only really good for falsh.
www.php.net, is excellent for learning php but you would require to a basic knowledge of how programing work also lots of free examples and ideas

I, personally, would learn latin. It's super helpful and most languages have words that are rooted from latin. But, you should probably learn more important languages... that are the most spoken. So, French, Spanish, Arabic or Mandarin.
