You have to register it as a newspaper/magazine at the Post Office. You have to watch out for copyright laws and only contain original material. Any copyrighted material used needs to have the owners permission first.
If you go to your local library and ask them, they should be able to provide information on how to start up, as would your local evening paper, who would be able to tell you how to get advertising. Either your local Trading Standards office or Citizens Advice Bureau would be able to give advice too.
