Could it be our overseas workers can't understand English?

Actually, it's probably because whatever language or locale, the people you're talking to are people, and people are slow. You probably have to sit through a bunch of spoken information, but you could probably read or skim it faster. You probably have to give a lot of information, and people misunderstand things you say, need to ask for spellings and that sort of thing. It really doesn't matter where the people are, or the languages involved, speech is just a slower way of doing things.

Yes, it could be. I was at work one time with a guy on the phone for 4 hours and all they did was read him the stuff that he had up on the screen of his computer!

Language barrier is probably the biggest issue.
