Why is 99 called Doctors number?

I don't think 99 refers to or called the Doctors Number. According to the Oxford Advanced Learner's Dictionary (6th Edition), page xiv, Numbers, 99 refers to "an ice cream in a cone with a stick of chocolate in the top".
