Red cross over white has always been the English flag.
The other one is the UK flag.
Scotland, Wales and N.Ireland have their own flags too.

That is not the British flag. The official flag of England is still the Union Jack. The flag with the red and white cross that you see in the World Cup is the Cross of St. George.

The white flag with the red St. George cross is the English flag. Scotland's flag is a blue flag with a white St. Andrew's cross. Wales has it's own flag as does Northern Ireland. These four countries, England, Scotland, Wales and Northern Ireland form the United Kingdom. The flag of the United Kingdom is red, white and blue and features a superimposition of the St. George and St. Andrew crosses. This flag is known as the Union Jack. It cam into being in the 18th century. The English and Scottish flags mentioned above already existed.
In olympic games the United Kingdom competes as one nation and there you will see the red, white and blue Union Jack that is the flag of the UK. At world cup soccer matches the countries that form the UK compete individually and you will see them use their particular flags. The only UK country to make it to Germany is England. That is why you are seeing the English flag.

England is one of three countries in Great Britain.
England, Wales and Scotland make up Great Britain. The British flag is a mixture of the English flag and the Scottish flag. The Welsh dragon is not on the British flag because when Wales was absorbed by England (before Scotland was) the English flag didn't change.
Great Britain is not exactly the same as the United Kingdom. Great Britain is England, Wales and Scotland and the United Kingdom is Great Britain + Northern Ireland. The official name of the country is the United Kingdom of Great Britain and Northern Ireland.
Britain's occupation of the Irish counties in the Northeast is still illegal though. Stop the occupation!

Britain is made of 4 countries, each one has a flag of its own. The Welsh flag has a white stripe and a green stripe (both horizontal) with a red dragon in the middle. The Irish have a green and orange and white vertical stripes (one of each). The Scots have a blue flag with a white X . the English have a white flag with a red cross. But the Union Jack represents a united Kingdom

It was the original flag that England flew before she became the United Kingdom combining the Scottish flag (St. Andrew's Cross) and I think the Irish flag. It's called the George Cross after St.George. The Scots fly their St.Andrew's flag when playing against countries.

The British flag is red white and blue. It represents Britain as a whole..England, Ireland, Scotland, Wales.
The England flag is actually the St Georges cross, who is the patron saint of England.

Just to be an ***..Its the Union Flag, not Jack...the Jack was the naval flag, which we used to fly, instead of the red white and blue cross...its a common nickname but its still just the union Flag.. :P
