A KeyLogger is a software that once installed on a system will log or record every key type and will store it in a file. So if you are using a computer that has a keyogger running all your typed information will go into that file. This may include your typed emails, password, bank account information.
so you see, this is fairly bad.

Keystroke logging (often called keylogging) is a diagnostic used in software development that captures the user's keystrokes. It can be useful to determine sources of error in computer systems. Such systems are also highly useful for law enforcement and espionage—for instance, providing a means to obtain passwords or encryption keys and thus bypassing other security measures. However, keyloggers are widely available on the internet and can be used by anyone for the same purposes.

For the most part, yes it is bad, depending on which end of it your are on. It is a program that spys on everythng a computer does like what you type, it can take screenshots, log chats, etc. It could be good for parents who want to keep an eye on their kids or suspcicious spouses. If you did not install one, then it is a bad thing. Most antispyware scans should detect keyloggers.
