Go to T-Mobile website, because they make it very easy to compare phones: www.T-Mobile.com. Right on the home page you will see all the phones. If you click on "view all phones" (link on upper right hand corner above the phones), then you can see the phone details. If you then click the link "see all on one page", you will see a brief feature list and a picture of all phones.

I just read the feature lists and started clicking the "compare" check box for each one without camera (Nokia 6010, Samsung X495 & t209's, Motorola V188 & V195). Once I clicked the compare checkbox for each of these phones, I pressed the Red Compare button at the top. Up came a nice chart comparing all of the features.

To answer your question the Motorola V188 & V195 have the most features of phones without cameras for $39.99. Main feature difference is that the V188 can be used as an "International Phone", while the V195 has Bluetooth (if you want to use a wireless headset with the phone)

The Motorola V195 just released last week from T-Mobile. It's the only affordable, no camera phone I know of that has bluetooth in it. My Motorola rep brought me a demo in wednesday and its really nice.
