Well everybody considers sexy differently. The brittish accent is usually considered sexy because it sounds sophisticated and gentlemenly. I like it personally because its a nice change from the hicks around here. I hope that this answers your question ^^

I'm not sure how you can define the 'English accent' since for such a small country we have many different regions with their own individual dialects.
if you mean the Public school educated accent that people like Charles Dance and Jeremy Irons have, then yes, that is sexy because I think it is associated with education and wealth.
You just have to watch an episode of Big Brother to understand that in many cases there is virtually notihng at all 'sexy' about the English accent as a whole.
I think the Irish accent is the most beautiful, I grew up there and I still love it when here in the UK I accidentally meet someone with my home accent,

any accent is sexy. personally I really like slavic (Polish, Russian, Ukrainian, etc) accents. and then there are Georgia Peaches, don't get me started!
