The only account she has on the screen is hers. I have files on that account, have no idea what her password is and she wont tell me. she has moved out and left the computer. i have went to safe mode and found administrator with a password and her account with a password word. she has passwords on both. There has to be some way I can get into that as a parent. Any help appreciated. Also, how can you save IM's if the kids have there privacy set to not saved.

If the machine has a default installation of Windows XP Home edition, there is probably no Administrator password set.
The Administrator account does not show up on the logon screen but it's easy to access it.
Press CTRL+ALT+DEL twice. You will see the standard Windows logon prompt. Type Administrator for the account and leave the password blank. Press Enter. If no password was set, you will be logged in with full rights.
Once you're logged in, you can change the password for the other account in Control Panel. While you're there, set a password for the Administrator account.
If there's an Administrator password set, you can go here for a cracking utility that works pretty well on most systems:

Also, most computer shops should have a copy of ERD Commander and should crack the Admin password for $50.00 or so. It just takes about 5 minutes. This will not break security like the above link will, though that isn't an issue with XP Home.

Sorry to be the bearer of bad news, but passwords are hard to get for a reason. You can't say "I'm a parent" to the machine and have it open up, because then every thief, everywhere would be able to get into whatever windows box they wanted, and steal all the credit card information, or whatever, they could find. The system has no way to distinguish users, so it does the best it can all the time.
That said, there are ways to retrieve the password, but they're going to take some work on your part. To be frank, what you're asking for isn't extremely easy, you're going to want to nag your geekiest friend on this one, and if you don't *really* need to get in, it's probably not worth it. Also, if what you say is really the case, what you actually want to do is reset the admin password... you don't need to know hers, and once you have admin it's not really relevant. See attached reference. If you must have the password, for whatever reason, you'll have to do some searching on your own... hit up your favorite search engine, and look for information on cracking the SAM file.
In answer to your second question, if the IMs are not saved, then the information you're looking for isn't there. There's no magic in the box, you can't get information that isn't there.

U cant log in the administrator account if its password protected and if u dont know the password. U have to format the hard disk in order to open a new administrator account without any passwords. This means u will loose all the files u have in that administrator account. U better seek help from some really gud tech expert. They will charge u a gud price too even if he cudnt log in. My advice to u is u try to persuade teen to tell u the password. Or once she logged in, change the password settings urself.

First to save IM's you have to install "keyloggers" in her computer. They will work undetected and some of them has the ability to send an email to you containing all the keyboard activites of your daughter.
(you need an administrator account for installing software)
For the password, you need to find if she has a forgotten password this that will let you access the computer, if none there is no other choice but to reformat and your computer and delete everything. Try to search in the internet for some overidding software to delete the password of you dauther's account.

There are a few options, but generally you can either 1) call Microsoft and let them run you through a parallel install ($25 fee) 2) download a Linux boot disk and cracking utility from the internet, burn it to a disk, then crack or reset the admin password (assuming you have physical access to the machine).

for some reason I don't belive you are a parent trying to get into your teens PC. but you could get the data that is NOT on the "Documents and Settings " folder since that information is Encrypted. but you could access the Hard Drive by plugging it to another computer
