You know how we're always told to turn our wheels when we park on a hill? Yet I never hear anything about actual situations where a vehicles emergency brakes fail when parked, and it is really hard to find any info online about it. There's an RV parked directly across the street from me, up on a hill, and if the brakes fail it will end up in my house! Should I be worried?

Brakes fail rarely but they do and you never know when they fail.. that's when disaster strikes... since you are worried mainly about your house.. i think you should get iron fencing done that is rooted deep in solid ground secondly.. tell the owner of the car the put the car in gear along with the parking brakes its adds as double safety..

If you're suspect about your parking brake, next time aside from turning the wheels into the curb, if you drive a stick, place the car in reverse. That way the transmission will prevent the car from travelling. With an automatic, PARK is as good as you're gonna get.

Another solution would be to place a brick, or "chock" in front of the tire to inhibit rolling. Just remember to remove it before pulling off.

E-brakes seldom fail. If its an RV or any vehicle larger than a car they should use wheel chocks on the wheels.

I wouldn't worry if i were you. Unless its a standard transmission, which i doubt in a rv the transmission is locked in park and won't go anywhere. The Ebrake is just an added security, and is mainly for if you are are driving and your brakes fail.
